Description
The central objective of this panel is to promote a critical analysis of the content and role of the prioritization of human consumption of water. In particular, its effects, challenges, practical application and its articulation with the remaining functions of water resources, both at urban and rural levels, will be identified. Within this framework, it also seeks to detect the imbalances that occur between users of the same basin in access to drinking water and sanitation and the regulatory causes of these gaps.

Organize meetings or spaces for dialogue and generate working documents on the following topics:
- Definition of the subsistence function and its prioritization
- Household water consumption and its relationship with the subsistence function
- Challenges of drinking water supply and sanitation in urban and rural areas
- Compatibilization of the different water functions within a basin
