Pablo Jaeger Cousiño

President

Law degree, Universidad de Chile, with postgraduate studies in Economics and Natural Resources Law.

He served as Chief Legal Counsel at the General Directorate of Waters (DGA) (1995, 2003) and has taught Water Law at both undergraduate and graduate levels. He is currently Executive Director of DIAgua Consultores (Law and Engineering of Water Consultants S.A.).

Natalia Dasencich Celedón

Vice President

Law degree, Universidad de Chile. Postgraduate Diploma in Economic Administrative Law (specialization in Natural Resources), Pontificia Universidad Católica de Chile. MSc in Risk and Natural Resources Governance, Heidelberg University.

She was Legal Counsel and Corporate Secretary of the Maipo River Water Users’ Association (2011–2021), advisor to the Confederation of Canal Associations of Chile (CONCA) until 2018, and consultant to multiple water user organizations. She currently teaches in the Economic Administrative Law Program at the Pontificia Universidad Católica de Chile and the Master’s Program in Environmental Law at Universidad del Desarrollo, and is a Senior Associate at AndradeLeiva Abogados.

María Luisa Baltra Vergara

Treasurer

Law degree, Universidad Gabriela Mistral. LL.M. in Mining Law, Universidad de Atacama. Postgraduate Diploma in Water Law, Universidad de Atacama.

She works independently in water, environmental, and mining law. She lectures on Water Law and Mining Law at the law schools of the Pontificia Universidad Católica de Chile and Universidad Finis Terrae and teaches in postgraduate programs at Universidad Central de Chile and Universidad Adolfo Ibáñez, where she also directs the Mining Law Program. For 24 years, she has overseen Thomson Reuters’ Mining Code. She has also provided training to public and private sector professionals and served as Chief Legal Counsel at the Ministry of Mining (2019–2022).

Guillermo Aldunate Fernández

Secretary

Law degree, Pontificia Universidad Católica de Chile. LL.M. in Environmental Law & Policy, Stanford University; Diploma in Natural Resources Law (specialization in Water Law), Pontificia Universidad Católica de Chile. Master’s in Business Law, Universidad Adolfo Ibáñez.

Since 2013 he has been General Counsel of the Canalists’ Association Group of Sociedad del Canal de Maipo, overseeing the legal departments of Sociedad del Canal de Maipo, Eléctrica Puntilla S.A., Hidroeléctrica Ñuble SpA, and Inversiones Don Domingo SpA. He is also Director and Secretary-General of the Confederation of Canal Associations of Chile. He lectures on Water Law and Management at the Pontificia Universidad Católica de Chile and is an Associate Professional at its Water Law and Management Center (CDGA UC).

Camila Boettiger Philipps

Law Degree, LL.M. in Legal Science, and Ph.D. in Law, Pontificia Universidad Católica de Chile.

She practiced at Carey Abogados (2003–2007) in Water, Mining, Corporate, and Natural Resources Law. Currently, she is Associate Professor at Universidad del Desarrollo’s Law School, and Researcher at the Center for Regulatory Law and Business, focusing on Environmental, Natural Resources, and Water Law. She also teaches in postgraduate programs at Universidad del Desarrollo, Pontificia Universidad Católica de Chile, and Pontificia Universidad Católica de Valparaíso. She served on the National Advisory Council of the Ministry of the Environment (2021–2023) and is Senior Counsel at AndradeLeiva Abogados.

Winston Alburquenque Troncoso

Since 2013 he has been a partner at VGC Abogados, where he leads the Natural Resources practice. Since 2006 he has taught Natural Resources Law at the Pontificia Universidad Católica de Chile, and he also lectures on Mining and Water Law in postgraduate programs at the Pontificia Universidad Católica de Chile, Universidad del Desarrollo, Universidad Finis Terrae, Universidad Católica del Norte, and Universidad de Atacama.

Sebastián del Campo Casanueva

Law degree, Pontificia Universidad Católica de Chile. Ph.D. in Law and Master’s in Environmental Studies, Universidad Complutense de Madrid, Spain.

He is founding partner of LAWGIC Abogados (2020), where he leads the Water Law practice. Previously, he was an associate at Carey Abogados in the Natural Resources and Environmental Law Group. Since 2021, he has taught in the Diploma in Water Management and Regulation at the Pontificia Universidad Católica de Chile.
